The Skills Development pillar (codes series 300) contributes up to 20 points (with an additional 5 bonus points) on the overall scorecard.
If the investment into the Skills element of the scorecard is not made, it would be very difficult for a Measured Entity to score beyond a level on the BEE scorecard.
